In late 2024, the Albanian government approved a strategic partnership with a company tied to Jared Kushner and Ivanka Trump. The plan? Transform Sazan Island, a former military base off the coast of Vlorë, into one of the most exclusive resort destinations in the Mediterranean. Backed by Kushner’s private equity firm Affinity Partners, the development includes a hotel, villas, marina, and potentially a high-end retreat on nearby Zvërnec Peninsula. The total project is valued at over $1.4 billion.

The site on Sazan Island has been off-limits to the public for decades. Once used as a Cold War-era naval outpost, the island is now being cleared of unexploded munitions to prepare for construction. A small portion (approximately 45 hectares) will be developed, while the rest remains preserved. The nearby Vlorë International Airport, being constructed by the Swiss-Kosovar firm Mabetex, will offer direct access for high-end travelers.

Kushner is working closely with longtime business partner Asher Abehsera, and the Trump Organization is expected to play a branding role—though not necessarily hold an ownership stake. Local media have referred to the site as “Trump Island,” and Ivanka Trump has publicly touted the family’s role in creating a “once-in-a-generation” resort destination in Albania.

The Albanian government has designated the development as a “Strategic Investment,” which grants tax incentives and fast-tracked permits. Officials have stated that the state will co-own the venture through the Albanian Investment Corporation and support the project with infrastructure investments (roads, water, power, etc.). The resort is expected to create hundreds of jobs.

The project also includes mainland development near Zvërnec, an area previously protected as part of a coastal nature reserve. In 2023, Albanian lawmakers amended environmental laws to allow high-end tourism projects in select protected areas, opening the door to development in this zone. Sustainability consultants, including Arup, are advising on environmental protection.
Critics have raised concerns about transparency, legality, and the precedent of granting elite resorts access to formerly protected land. Supporters argue the project will elevate Albania’s global profile, attract luxury tourism, and unlock economic potential in the south.

The Trump-Kushner venture in Albania is part of a broader regional push. A similar development is underway in Belgrade, Serbia, where Kushner’s company is redeveloping a bomb-damaged government complex into a high-end hotel and residential tower—potentially under the Trump brand.
Whether or not you support the project, the scale and speed of its execution mark a major shift for Albania’s tourism ambitions. Once overlooked, Sazan Island may soon become the centerpiece of an international luxury destination—one backed by some of the most recognizable names in global politics and real estate.
