Kërkesat për vizë në Shqipëri

Shqipëria është pa viza për shumicën e kombësive, përfshirë SHBA-në, Kanadanë dhe BE-në.

Ky udhëzues gjithëpërfshirës do t'ju përcjellë gjithçka që duhet të dini për hyrjen në Shqipëri, pavarësisht nga kombësia juaj, qëllimi i vizitës ose mënyra e hyrjes.

Ne kemi organizuar informacionin për t'ju ndihmuar të gjeni lehtësisht se çfarë vlen për situatën tuaj specifike, duke kuptuar kontekstin më të gjerë të kërkesave për hyrje në Shqipëri.

Pavarësisht nëse jeni një turist, udhëtar biznesi, student ose nomad dixhital, ky udhëzues siguron që të jeni të përgatitur mirë për udhëtimin tuaj.

Kërkesat e hyrjes (Të gjithë udhëtarët)

Pavarësisht kombësisë, të gjithë udhëtarët që hyjnë në Shqipëri duhet të plotësojnë kërkesat e mëposhtme:

  • Pasaporta: Valid for at least 3 months beyond the date of entry with one blank passport page
  • Bileta e kthimit: Dëshmia e udhëtimit të mëtejshëm ose të kthimit.
  • Akomodimi: Rezervim hoteli ose letër ftese nga një mikpritës në Shqipëri.
  • Fonde të mjaftueshme: Dëshmi e mjeteve financiare për të mbështetur qëndrimin tuaj (minimumi 50 €/ditë)
  • Sigurimi i udhëtimit/shëndetësisë: Rekomandohet fuqimisht, duke mbuluar të gjithë kohëzgjatjen e qëndrimit tuaj

Kërkesat për vizë

Përpara se të zhyteni në kërkesa specifike, do t'ju duhet të kuptoni se cila kategori udhëtarësh jeni. Kjo do të përcaktojë kërkesat tuaja të hyrjes dhe procesin e aplikimit.

Ju lutemi vini re se kërkesat për viza mund të ndryshojnë me kalimin e kohës, kështu që është gjithmonë më mirë të verifikoni informacionin më aktual me autoritetet shqiptare ose ambasadën ose konsullatën më të afërt përpara se të bëni planet e udhëtimit.

Kategoria 1: Hyrja pa viza

Qytetarët nga rajonet/shtetet e mëposhtme mund të hyjnë në Shqipëri pa vizë.

Qytetarët e Bashkimit Evropian

Ju gëzoni hyrjen pa viza nëse jeni shtetas i ndonjë shteti anëtar të BE-së. Ja çfarë duhet të dini:

Kohëzgjatja: 90 days within any 180-day period

Dokumentet e nevojshme:

  • Valid national ID card or passport (either is acceptable for all EU citizens, except Danish nationals, who must use a passport, as Denmark does not issue internationally valid ID cards)
  • The document must be valid for at least 3 months beyond the date of entry
  • Dëshmi e akomodimit për qëndrimin tuaj
  • Biletë udhëtimi kthimi ose përpara
  • Fonde të mjaftueshme (50 € në ditë qëndrimi)
  • Sigurimi i udhëtimit (i rekomanduar por jo i detyrueshëm)

Additional Notes:

  • No entry stamp: EU/EEA/Swiss travelers typically do not receive an entry/exit stamp when entering or leaving Albania. This is normal and does not affect your legal stay, but it’s your responsibility to track your 90-day limit within any 180-day period.
  • No registration required: You do not need to register with local authorities during your stay unless staying long-term or for special purposes.

Qytetarët e Shteteve të Bashkuara

Si qytetar amerikan, ju keni privilegje të veçanta hyrjeje:

  • Kohëzgjatja: Deri në 365 ditë
  • Dokumentet e nevojshme:
    • Pasaportë e vlefshme (minimumi 6 muaj vlefshmëri)
    • Dëshmi e akomodimit
    • Biletë kthimi (nëse qëndron më pak se 365 ditë)
    • Dëshmi e fondeve të mjaftueshme
    • Sigurimi shëndetësor (rekomandohet fort)

Për qëndrime mbi 90 ditë, duhet të regjistroheni në policinë lokale në rrethin tuaj të banimit brenda 8 ditëve nga mbërritja. Komisariati do të kërkojë:

  • Pasaporta juaj
  • Dokumentacioni i adresës lokale
  • Formulari i plotësuar i regjistrimit
  • Dy foto pasaporte
  • Tarifa e regjistrimit: 5000 lekë (afërsisht 40 €)

Qytetarët e Mbretërisë së Bashkuar

  • 90 ditë qëndrim pa viza
  • Duhet të përdorni pasaportë (kartat e identitetit nuk pranohen)
  • Nuk kërkohet regjistrim
  • Lejohen hyrje të shumta

Mbajtësit e vizave të vlefshme Shengen

  • Duhet të ketë vizë Shengen me shumë hyrje
  • Duhet të tregojë dëshmi të përdorimit të mëparshëm në zonën Shengen
  • Qëndroni të kufizuar në vlefshmërinë e vizës Shengen
  • Nëse viza skadon, duhet të largohet nga Shqipëria
  • Viza Shengen me një hyrje nuk pranohet
  • Duhet të ketë si pasaportë ashtu edhe vizë

Mbajtësit e lejes së qëndrimit në SHBA/MB

  • Leja duhet të jetë e vlefshme gjatë gjithë qëndrimit
  • Duhet të tregojë vërtetimin e vendbanimit
  • Lejohen hyrje të shumta
  • Duhet të ketë si pasaportë ashtu edhe leje

Vendet e tjera

  • Kanada, Australia, Zelanda e Re, Japonia, Koreja e Jugut, Izraeli: 90 ditë qëndrim pa viza
  • Vendet e GCC: Pa viza nga 1 maji deri më 30 shtator (Arabia Saudite, Emiratet e Bashkuara Arabe, Katar, Bahrein, Kuvajt, Oman)

Kategoria 2: Hyrja e kërkuar për vizë

Udhëtarët nga vendet që nuk janë renditur më sipër duhet të aplikojnë për vizë përpara mbërritjes. Kjo përfshin shumicën e kombeve afrikane, pjesë të Azisë dhe vende të tjera të kufizuara.

Afati standard i procesit të vizave

  • Filloni 3 muaj para udhëtimit
  • Lejoni 15-30 ditë pune për përpunim
  • Shtoni 2-3 javë për përgatitjen e dokumentit
  • Shtoni 1-2 javë për caktimin e ambasadës
  • Mos rezervoni udhëtime të pakthyeshme derisa të miratohet

Llojet dhe kostot e vizave

Ky seksion përfshin një listë të detajuar të vendeve që kërkojnë viza, së bashku me ambasadat përkatëse shqiptare ku mund të dorëzohen aplikimet dhe tarifat për lloje të ndryshme vizash (Tipi A, Lloji C, Lloji D).

Shënim: Për shkak të natyrës së gjerë të listës, ju lutemi referojuni portali zyrtar i vizave ose në ambasadën tuaj më të afërt shqiptare për informacionin më aktual dhe të detajuar.

Tipi A (Tranzit në Aeroport): 35 €

  • E vlefshme për një datë specifike tranziti
  • Duhet të tregohen biletat në vazhdim
  • Nuk mund të largohet nga aeroporti

Lloji C (Qëndrim i shkurtër): 60 €

  • 90 ditë brenda 180 ditëve
  • Hyrja e vetme ose e shumëfishtë
  • Vizita turistike/biznesi/familjare

Lloji D (Qëndrim i gjatë): 100 €

  • Mbi 90 ditë
  • Për punë/studim/bashkim familjar

Verifikimi i vizës

Ju mund të verifikoni statusin tuaj të vizës online nëpërmjet qeverisë zyrtare shqiptare Portali i verifikimit të vizave.

Viza në mbërritje

Në raste të kufizuara, udhëtarët mund të marrin vizë me mbërritjen në pikat e hyrjes kufitare shqiptare. Ky opsion është i disponueshëm kryesisht për:

  • Mbajtësit e pasaportave diplomatike dhe zyrtare: Nga vendet me marrëveshje dypalëshe
  • Rastet Humanitare Emergjente: Me dokumentacion të rregullt dhe miratim paraprak nga autoritetet shqiptare
  • Ngjarje ose konferenca speciale: Viza e paracaktuar në mbërritje për pjesëmarrësit me letra zyrtare ftese

Dokumentet e nevojshme për vizë në mbërritje

  • Pasaportë e vlefshme (minimumi 6 muaj vlefshmëri)
  • Dëshmi e udhëtimit të mëtejshëm ose të kthimit
  • Letra e ftesës ose konfirmimi i ngjarjes (nëse ka)
  • Dëshmi për fonde të mjaftueshme
  • Foto në madhësinë e pasaportës

Shënime të rëndësishme për vizën në mbërritje

  • Nuk rekomandohet për turizmin e përgjithshëm pasi preferohen vizat e paracaktuara.
  • Tarifat ndryshojnë në varësi të kombësisë dhe pikës hyrëse.
  • Disponueshmëri e kufizuar vetëm në aeroporte dhe pika kufitare të zgjedhura.

Këshilla për kalimin e kufirit

  • Orari i pikut: Prisni vonesa gjatë fundjavave dhe festave.
  • Tarifat e kalimit kufitar: Mund të aplikohen disa tarifa të vogla, veçanërisht për kalimet e automjeteve.
  • Mbylljet sezonale: Disa kalime malore mund të jenë të paarritshme në dimër.

Rregulloret doganore

Gjatë hyrjes në Shqipëri, udhëtarët duhet të kenë parasysh rregullat e mëposhtme doganore:

  • Shtesat pa doganë:
    • Alkooli: Deri në 1 litër pije alkoolike mbi 22% alkool, ose 2 litra verë.
    • Duhani: 200 cigare, 50 puro ose 250 gramë duhan.
    • Parfum: Deri në 50 ml parfum ose 250 ml ujë tualeti.
    • Mallra të tjera: Deri në 430 € për udhëtarët ajror dhe 300 € për udhëtarët e tjerë (fëmijë nën 15 vjeç: 150 €).
  • Artikuj të kufizuar:
    • Medikamentet: Përdorimi personal i lejuar me recetë; sasi të mëdha mund të kërkojnë dokumentacion shtesë.
    • Artefakte kulturore: Eksporti kërkon leje speciale.
    • Armët e zjarrit dhe municionet: Ndalohet rreptësisht pa autorizim paraprak.
    • Llojet dhe produktet e rrezikuara: Artikujt e mbuluar nga rregulloret e CITES kërkojnë leje të përshtatshme.
  • Artikuj të ndaluar:
    • Droga ilegale
    • Mallra të falsifikuara
    • Materiale fyese
    • Kimikatet e rrezikshme
  • Deklarata e monedhës:
    • Udhëtarët që transportojnë mbi 10,000 € (ose ekuivalentin në monedha të tjera) duhet ta deklarojnë atë në hyrje dhe dalje.

Mosrespektimi i rregullave doganore mund të rezultojë në gjoba, konfiskim të sendeve ose pasoja ligjore. Për më shumë detaje, konsultohuni doganat.gov.al.

Kategori dhe konsiderata të veçanta

Nomadët dixhitalë dhe punëtorët në distancë

  • Statusi: Shqipëria aktualisht nuk ka një vizë nomade dixhitale.
  • Rekomandim: Aplikoni për një vizë të tipit D nëse planifikoni të qëndroni mbi 90 ditë.
  • Vendbanimi tatimor: Bëhet i zbatueshëm pas 183 ditësh në një vit kalendarik.

Implikimet tatimore

  • Nomadët dixhitalë që qëndrojnë në Shqipëri për më shumë se 183 ditë brenda një viti kalendarik konsiderohen rezidentë tatimorë.
  • Detyrimet tatimore:
    • Të ardhurat e fituara globalisht mund t'i nënshtrohen taksimit shqiptar.
    • Zbatohet një normë e sheshtë e tatimit mbi të ardhurat personale, e vendosur aktualisht në 15% për të ardhurat e huaja.
    • Marrëveshjet e taksimit të dyfishtë mund të ulin detyrimin tatimor në varësi të vendit tuaj të banimit.

Kërkesat e rezidencës

  • Nomadët dixhitalë të klasifikuar si rezidentë tatimorë mund të kenë nevojë të:
    • Regjistrohuni në organin tatimor vendor.
    • Merrni një numër identifikimi tatimor (TIN).
    • Paraqisni deklarata tatimore vjetore, edhe nëse të ardhurat nuk fitohen në Shqipëri.

Rekomandime

  • Konsultohuni me një këshilltar tatimor të njohur me ligjin tatimor shqiptar.
  • Rishikoni çdo traktat tatimor dypalësh midis Shqipërisë dhe vendit tuaj.
  • Merrni parasysh këshillat ligjore profesionale nëse qëndroni afatgjatë ose fitoni të ardhura të konsiderueshme nga jashtë.
  • Statusi: Shqipëria aktualisht nuk ka një vizë nomade dixhitale.
  • Rekomandim: Aplikoni për një vizë të tipit D nëse planifikoni të qëndroni mbi 90 ditë.
  • Vendbanimi tatimor: Bëhet i zbatueshëm pas 183 ditësh në një vit kalendarik.

  • Dokumentet e nevojshme: Dëshmia e të ardhurave, strehimi, sigurimet shëndetësore, kontrolli i historisë kriminale.
  • Procesi i aplikimit: Aplikoni në zyrat lokale të imigracionit.
  • Koha e përpunimit: Zakonisht 30-60 ditë.

Kërkesat e veçanta të hyrjes për të miturit

  • Të mitur të pashoqëruar: Duhet të ketë autorizim të noterizuar nga prindërit/kujdestarët.
  • Udhëtimi me një prind: Mund të kërkojë një letër pëlqimi të noterizuar nga prindi që mungon.
  • Rastet e kujdestarisë së fëmijëve: Dokumentacioni ligjor mund të jetë i nevojshëm nëse kujdestaria është e rëndësishme.

Studentët dhe Hulumtuesit

  • Viza studentore: Kërkohet për programe mbi 90 ditë.
  • Praktikat: Lejohet nëse është pjesë e një programi akademik të njohur.

Udhëtarët e biznesit

  • Viza e biznesit: Për takime biznesi, konferenca afatshkurtra etj.
  • Lejet e punës: Kërkohet nëse angazhoheni në aktivitete punësimi.

Vizitorët e Familjes dhe Ribashkimi

  • Vizitë familjare: Vizë standarde turistike nëse është nën 90 ditë.
  • Ribashkimi: Kërkon dëshmi të marrëdhënies, mjete financiare dhe akomodim.

Turistët mjekësorë

  • Trajtimet e planifikuara: Vizë mjekësore me vërtetim nga institucioni shëndetësor shqiptar.
  • Familja shoqëruese: Aplikoni për vizë turistike me dokumentacionin e rastit mjekësor.

Udhëtarët Tokësor (Drejtimet me makinë brenda/jashtë Shqipërisë)

  • Importi i automjeteve: Lejohet importi i përkohshëm; Kërkohet sigurimi me karton jeshil.
  • Vendkalimet kufitare: Disa kufij kanë orë të kufizuara; kontrolloni para udhëtimit.

Udhëtarët e anijeve turistike

  • Udhëtime ditore: Nuk kërkohet vizë nëse qëndroni më pak se 24 orë si pjesë e një lundrimi.
  • Detarët: viza tranziti në dispozicion; Kërkohet dokumentacion nga kompania e transportit.

Refugjatët, individët pa shtetësi dhe mbajtësit e dokumenteve të udhëtimit

  • Rregullat e hyrjes: Rast pas rasti; kontaktoni ambasadën më të afërt shqiptare.

Rregullat e udhëtimit me kafshë shtëpiake

  • Kërkesat: Mikroçip, certifikatë vaksinimi kundër tërbimit dhe certifikatë shëndetësore.
  • Karantinë: Nuk kërkohet nëse të gjitha dokumentet janë në rregull.

Informacione të Shëndetit Publik

  • Vaksinimet: Vaksinat e rekomanduara përfshijnë hepatitin A, tifojen dhe imunizimet rutinë.
  • Shërbimet e urgjencës mjekësore: Në dispozicion në qytetet kryesore; 127 për urgjencat mjekësore.
  • Farmacitë: Gjerësisht i disponueshëm; disa medikamente me recetë kërkojnë shënimin e mjekut.

Konsideratat e udhëtimit LGBTQ+

  • Statusi Ligjor: Marrëdhëniet e të njëjtit seks janë të ligjshme në Shqipëri.
  • Këshilla sigurie: Shqipëria është përgjithësisht tolerante, megjithëse në zonat rurale mund të ekzistojnë qëndrime konservatore.
  • Hapësirat gjithëpërfshirëse: Tirana ka ambiente dhe ngjarje miqësore për LGBTQ+.
  • Nonbinary/X passports: Albania admits U.S. citizens with valid passports, including those with an “X” sex marker. Standard rules still apply (passport valid 3+ months beyond exit; visa-free up to 1 year).

Sjellja e dronëve: Lejohet për përdorim personal; mund të kërkohet regjistrimi për pajisjet mbi 500 g.

Zgjidhja e problemeve të zakonshme të vizave dhe çështjeve të hyrjes

  • Refuzimi i vizës: Procesi i apelimit është i disponueshëm përmes ambasadave shqiptare.
  • Qëndrimi i tepërt: Gjoba, dëbime ose ndalime në të ardhmen. Dënimi ndryshon në varësi të kohëzgjatjes së qëndrimit të tepërt.
  • Zgjatjet e vizave: Aplikoni në zyrat rajonale të migracionit përpara se të skadojë viza aktuale.
  • Problemet e faqes së internetit të aplikacionit: Provoni shfletues të ndryshëm, pastroni cache-in ose përdorni një desktop.
  • Pasaporta të humbura ose të vjedhura:
    • Hapat e menjëhershëm: Raportoni humbjen në stacionin më të afërt të policisë dhe merrni një raport policor.
    • Kontaktoni Ambasadën tuaj: Gjeni ambasadën tuaj nga drejtoria e dhënë për të raportuar humbjen dhe për të aplikuar për një dokument udhëtimi urgjent ose zëvendësim të pasaportës.
    • Dokumentet e nevojshme: Raporti i policisë, fotografia e pasaportës, dëshmia e identitetit (kopja e pasaportës së humbur nëse është e disponueshme) dhe formularët e plotësuar të aplikimit.
    • Koha e përpunimit: Ndryshon sipas ambasadës; Shërbimet e përshpejtuara mund të jenë të disponueshme për raste urgjente.
    • Dokumentet e përkohshme të udhëtimit: Nëse nuk mund të merrni shpejt një pasaportë të re, ambasadat mund të lëshojnë dokumente të përkohshme udhëtimi për t'u kthyer në vendin tuaj ose për të vazhduar udhëtimin.

"Your interactions with Albanian émigrés – known enemies of our socialist state – raise questions about your ideological commitment. Your conversations with American journalists, particularly with the Voice of America's Dr. Biberaj, suggest a dangerous susceptibility to imperialist propaganda."

As he continued cataloging my supposed transgressions, I studied the faces around the table. Some showed genuine ideological fervor; others merely performed the expected outrage; a few – mostly younger officials – kept their expressions carefully neutral, revealing nothing.

When my turn came to speak, I rose slowly, feeling the weight of every eye in the room. The silence stretched taut as a wire.

"Comrades," I began, the familiar address feeling strange on my tongue after years of 'ladies and gentlemen' at the UN. "I have served Albania with unwavering loyalty for my entire career. In New York, I represented our nation with dignity and effectiveness, raising our profile in international forums where previously we had been invisible."

I turned to address the party secretary directly. "You claim I have been influenced by Western decadence, yet offer no evidence beyond my professional contacts with journalists and diplomats – contacts essential to my role. You suggest my conversations with Dr. Biberaj indicate disloyalty, yet have you actually read his analyses? They are often more nuanced and fair to Albania than many European commentaries."

Regarding the émigrés, I argued that the world had changed. "Albania in 1987 is not Albania of 1950. The geopolitical landscape has shifted, and these scattered communities no longer pose the threat they once did. Many simply wish to reconnect with their homeland, to contribute to its development."

I reminded them that I had voiced similar views directly to President Alia, demonstrating my commitment to honest counsel even when politically inconvenient. "What benefit would it serve Albania to continue treating every expatriate as an enemy? What diplomatic advantage does such isolation bring us?"

Turning to the party secretary, a man whose diplomatic achievements were negligible, I drew the contrast with my own record. "During my time in New York, I delivered numerous speeches in the UN General Assembly and its committees. I exercised Albania's Right of Reply against Britain on the Corfu Channel issue, defending our sovereignty in a forum where such defenses are heard by the entire world. My voice rose slightly as I reached my conclusion. "What interests could possibly have been harmed by these efforts? After decades of isolation, my work has enhanced Albania's standing and visibility. The world is changing around us, comrades. We must adapt our diplomatic approach to this new reality or risk being left behind."

I saw Deputy Prime Minister Isai's expression shift slightly – a momentary flicker of recognition, perhaps even respect. Several younger officials nodded almost imperceptibly. But the hard-liners remained unmoved, their faces set in ideological stone.

The meeting concluded with a formal reprimand – a mild punishment by Albanian standards, but a black mark on my record nonetheless. As a final act of petty retribution, they reassigned me to the Italian desk, deliberately reducing my role. Yet their shortsightedness soon became apparent as the political landscape shifted. Within months, they found themselves forced to rely on my expertise, expanding my responsibilities to include the crucial U.S., German, and British portfolios.

That evening, I sought out Mayor Gegprifti, my most steadfast ally in the system. Over dinner at a small restaurant where the owner knew to give us a private corner, I recounted the day's events. Gegprifti listened carefully, his weathered fingers turning his wine glass in slow circles.

He shared that he had jokingly asked Interior Minister Isai how many medals I deserved instead of a reprimand. "Isai almost smiled," Gegprifti added. "Almost."

Later, I learned that Gegprifti had cornered Foreign Minister Malile at a diplomatic reception, championing my cause with the persistence of a man who understood power's mechanics intimately. This intervention, combined with Deputy Prime Minister Isai's awareness of my reputation among foreign diplomats, allowed me to retain my position despite the formal censure.

Just weeks after my return, in late August 1987, an unexpected visitor arrived in Albania. Professor Charles Moskos, the distinguished Northwestern University military sociologist, appeared with his wife Ilka. Though the Department had assigned another guide to the American academic couple, Moskos insisted that I accompany them – a request that raised eyebrows but could not be refused without creating a diplomatic incident.

The real purpose of Moskos's visit was transparent to those who understood the subtle language of diplomatic gestures. He had come to ensure I hadn't been imprisoned or worse. His presence sent a clear message to the regime: this Albanian diplomat had powerful friends watching out for his welfare.

Acting Prime Minister Isai, demonstrating unexpected political finesse, personally arranged for me to escort the couple and secured them rooms at Tirana's finest hotel. Deputy Prime Minister Isai called me to his office and ordered me to take Professor Moskos for a special dinner at Dajti Hotel, the best hotel in Albania at the time, a place reserved for dignitaries and diplomats. I took with me also my office friend who had met with Prof. Moskos and his wife Ilka first. During the dinner, Prof. Moskos reiterated the importance of restoring diplomatic relations between Albania and the US and urged that I inform president Alia to take a decision over this important matter. I promised Professor Moskos that I was going to write to president Alia about Professor Moskos coming to Albania and about his appeal that Albania restore diplomatic relations with the US, something important for its strategic and economic development of the country.

The next morning I went to meet again with Prof. Moskos for coffee. Prof. Moskos told me that his wife Ilka was pretty sick from an ear infection for the whole night and asked me if I could get her to an ear specialist.

I immediately arranged for her treatment at a hospital in Tirana, remaining by her side to ensure she received proper care. Moskos's gratitude was profound and genuine. As we walked the hospital corridors together, he squeezed my shoulder.

"We were worried about you, Ilia," he said quietly, when no one else could hear. "Word reached us about your... difficulties."

"I'm still standing," I replied with a small smile. "For now."

"Keep standing," he said, his academic demeanor giving way to something more urgent. "People are watching, and they care what happens to you."

This brief exchange, five sentences total, communicated volumes. In those words lay the assurance that I wasn't forgotten, that beyond Albania's isolated borders, people of influence were aware of my situation. It was a lifeline thrown across ideological divides, a human connection that transcended Cold War barriers.

As 1989 dawned, the winds of change blowing through Eastern Europe became impossible to ignore. Gorbachev's reforms were reshaping the Soviet Union; Poland was negotiating with Solidarity; Hungary was dismantling its border fence with Austria. Yet in Albania, hardliners clung desperately to power, seemingly oblivious to the tectonic shifts occurring around them.

The accusations against me – of being "poisoned" by American ideology and harboring dangerous sympathies for émigrés – revealed how profoundly my accusers misunderstood global affairs. Their worldview remained frozen in the Stalinist ice age, unable to adapt to the thawing international environment.

The irony was not lost on me. Before my return to Albania in late 1987, I had witnessed the Czechoslovakian Prime Minister deliver a historic speech at the UN General Assembly advocating for greater freedom. The thunderous applause that followed had included my own enthusiastic contribution, much to the bewilderment of my Eastern Bloc colleagues. Now, in Tirana, my attempts at pragmatic diplomacy were met with suspicion and scorn by men who had never set foot outside our borders.

By early 1990, the first real cracks were appearing in Albania's hermetic isolation. When Interior Minister Simon Stefani succeeded Isai, I sensed an opportunity. During a meeting in his office – the same office where I had been reprimanded years earlier – I made a bold declaration.

"Minister Stefani," I said, "I will participate in the proposed Vienna summit with Professor Moskos only if President Alia explicitly endorses our efforts toward rapprochement with the United States."

Stefani, momentarily taken aback by my audacity, promised to consult with the president directly. For two days, I waited in a state of suspended animation, unsure whether I had overplayed my hand.

Alia's private desire to establish diplomatic relations with the United States was balanced against his fear of alienating Enver Hoxha's widow, Nexhmije, who still wielded considerable influence among the old guard. By keeping these diplomatic overtures secret, he maintained plausible deniability while testing the waters of international engagement.

Vienna in early April 1990 greeted me with a riot of spring blossoms and a sense of possibility that had long been absent in Tirana. My old friend Ilir Cepani, First Secretary at the Albanian embassy, met me at the airport with a warm embrace. As he drove me through the imperial city's streets, past buildings whose elegance made our Stalinist architecture seem all the more grim by comparison, Cepani chatted about local diplomatic gossip, blissfully unaware of my mission's true purpose.

On April 3, 1990, I entered the elegant Hotel Imperial to meet Professor Moskos for lunch. The restaurant's crystal chandeliers and velvet draperies created an atmosphere of refinement that felt almost surreal after years in Albania's austerity. Prof. Moskos rose as I approached, his face alight with anticipation. After exchanging pleasantries about our families, he sensed from my demeanor that I carried significant news.

"Professor Moskos," I said with a smile I couldn't suppress, "this lunch is on you today."

He laughed, his academic reserve momentarily dissolving. "Don't worry, I have a blank check from the U.S. government."

I readily agreed, feeling the weight of history in that simple nod. After decades of hostility and isolation, after countless missed opportunities and false starts, the door was finally opening.

As we parted, I sensed the bittersweet nature of our farewell. Our paths were diverging – Prof. Moskos to Washington to formalize what we had begun, I would return to Tirana to navigate the treacherous political currents that still threatened to capsize our fragile vessel of diplomacy. Yet the impact of our work would endure beyond our personal journeys.

Upon my return to the Albanian embassy in Vienna, I discovered that my friend Cepani had weathered an interrogation from Professor Lazeri, President Alia's special advisor.
